The Bihar government today announced new guidelines governing the registration of flats in apartment complexes, aimed at streamlining property transactions and protecting homebuyers’ rights. Under the updated framework, developers and builders must now satisfy stricter documentation and compliance requirements before the Sub-Registrar Office can process apartment flat registrations.
Key provisions of the new rules include mandatory submission of completion certificates, layout plans approved by the urban development authority, and evidence of clear title and tax payments. Builders will also need to provide a No Objection Certificate (NOC) from the local municipal body confirming that the project complies with zoning and building regulations. The government has clarified that any discrepancy in documentation could lead to registration rejection until developers fully rectify the issues.
Officials said the move is designed to curb fraudulent practices, reduce disputes over land ownership, and ensure that buyers receive legal, transparent property titles. Incomplete or irregular projects will face additional scrutiny before registrations are processed. Real-estate industry stakeholders noted that the changes may initially slow down some transactions but could ultimately build greater trust in Bihar’s property market.
Homebuyers and real-estate associations welcomed the initiative, saying it enhances transparency and provides clearer protection for buyer investments. Authorities also announced that an online portal will be introduced soon to allow applicants to track registration status and submit required documents digitally, reducing the need for repeated office visits.
