This year, the celebrations will come with a stronger focus on crowd management, public safety and responsible celebrations. The Bihar government has directed authorities across the state to step up security arrangements ahead of Durga Puja and Dussehra.
One of the biggest changes is a complete ban on DJs during the festival period. The administration has also put additional conditions on puja pandals, processions, loudspeakers and immersion arrangements.
Why has the government tightened the rules?
Durga Puja brings some of the largest crowds of the year to Bihar’s streets.
From neighbourhood pandals to immersion processions, thousands of people can gather in a relatively small area. That makes crowd movement, traffic, fire safety and emergency response important concerns for the administration.

The security plan includes arrangements such as CCTV cameras, surveillance towers, Quick Reaction Teams, medical teams and ambulances at locations where large crowds are expected.
Authorities have also instructed officials to maintain separate entry and exit arrangements at heavily crowded places wherever necessary.
The aim is straightforward: if something goes wrong in a crowded area, emergency teams should be able to reach people quickly instead of getting trapped in the crowd.

The message from the administration is clear: people should verify information before forwarding it.
What about idol immersion?
Immersion arrangements are also receiving additional attention.
Authorities have directed that designated immersion sites should have adequate security and rescue arrangements, including divers and rescue teams where required.
In Patna, the municipal administration has already been preparing immersion locations with measures such as barricading, lighting and security arrangements, while also focusing on sanitation and waste management after immersion.
Local rules can also differ by area. For example, authorities in Barh subdivision of Patna district have issued additional directions concerning immersion, pandal and idol sizes, CCTV coverage and the use of artificial ponds instead of the Ganga for immersion.
