Preparations are underway to introduce new rules for teaching and non-teaching staff in the universities and colleges of Bihar. The Bihar Education Department has prepared a draft related to departmental examinations and sent it to all universities. Once the proposal is implemented, passing this exam will be mandatory for job confirmation and promotions. The draft also includes changes related to exam patterns, promotions, leaves, contractual appointments, and transfers.

Exam Pattern:

 * There will be two papers of 100 marks each.

 * A minimum of 45% marks in each paper will be required to pass.

 * The first paper will include questions on Hindi, accounting, finance, service rules, official procedures, budget, and computers.

 * The second paper will cover university laws, rules, government orders, and provisions related to higher education.

 * For promotion, confidential reports (ACR) from the last three years and an interview will also be evaluated. The interview will be worth 40 marks.

Proposals Related to Leaves and Appointments:

 * A proposal to grant a maximum of 12 days of casual leave per year to teachers and 16 days to non-teaching staff.

 * Half-pay leave facility for regular teachers based on a medical certificate.

 * Contractual appointments for a maximum period of one year or less, subject to the recommendation of the Head of the Department and approval of the Vice-Chancellor.

 * A proposed provision for transferring staff to other institutions of an equivalent level.
