The Bihar Cabinet has approved the ‘Saat Nischay-3’ programme for the period 2025 to 2030, marking the next phase of the state government’s long-term development roadmap. The programme builds upon the earlier Saat Nischay initiatives and focuses on inclusive growth, infrastructure expansion and social welfare.

Officials said the new phase will prioritise employment generation, education, healthcare, women empowerment, urban development, renewable energy and improved public services. Special emphasis will be placed on skill development for youth, expansion of technical education institutions and strengthening of primary healthcare facilities across rural and urban areas.

The programme also aims to improve drinking water supply, sanitation coverage and connectivity through road and digital infrastructure projects. Urban local bodies are expected to receive additional support for waste management, housing and transport systems. The Cabinet highlighted the need to align development goals with climate resilience and sustainable practices.

Government representatives stated that Saat Nischay-3 reflects the administration’s commitment to balanced development and reducing regional disparities. Detailed implementation guidelines and budgetary allocations are expected to be announced in phases. Departments have been directed to prepare action plans and timelines to ensure effective execution of the programme over the five-year period.

The initiative is seen as a key policy framework guiding Bihar’s development agenda for the coming decade.
